Excerpts from COD Emergency Response Plan

 

College Staff response

Notify Public Safety Police at 942-2000.

 

Follow police instructions. Stay on the line and alert. Relay all information possible.

 

Stay away from the area of shooting. Keep away from windows facing the incident area.

 

There are two schools of thought on responding to a shooting situation, and only a person on the scene as it occurs can decide which is the most appropriate for their unique situation. The two options are to shelter in place or to evacuate. Factors that can influence this decision include:

  • Proximity to the shooter: How far away are they?
  • Weapons displayed: Handguns, shotguns, rifles, or other weapons?
  • Shooters level of mobility: Are they moving? In what direction?
  • Shooters perceived intention: Are they shooting indiscriminately or do they seem to have a defined target or objective?
  • Access to place of safety: Do you have an access route that you can safely access?
  • Building materials: Are you protected by concrete or brick walls? Are there lockable doors, which may prevent a shooter's access?

Remain calm and act to protect yourself.

 

If confronted by an offender:

  • Focus on reducing tensions.
  • Be aware of non-verbal signals you send. (Body position, eye contact, etc.)
  • Stay calm and rational. Avoid rushing the person.
  • Focus on the person, not the weapon. Buy time.

Police Response

  • Any Student Community Service Officers report to Dispatch center to assist in coordinating communications or other assignments.
  • Patrol officers respond to area, determine level of threat and respond accordingly.
  • Establish command center.
  • Officers establish perimeter, controlling access until sufficient level of deployment to proceed arrives. This may involve Glen Ellyn, Wheaton or DuPage County Sheriff's Police.
  • Glen Ellyn Fire Department should be contacted to respond and staged at a safe location for any need of fire suppression or treatment of injured individuals.
  • Determine if evacuation is appropriate, if so conduct evacuation.
  • Appropriate enforcement action is taken.
  • Medical aid is rendered as needed.
  • Follows up investigations begin.
  • Assess need for counseling assistance.
  • Reports provided to Administration and Public Information.
  • Evaluate response.
